ISO Repair advice


I bought this pc off a guy on Facebook. I took it to a computer repair center to have it checked out, they said it has issues. The hard drive is running slow, and the fan is not cooling the CPU and it overheats. The guy I bought it from said the shop is full of it and they're just trying to get money from me. He's a computer engineer apparently. I'm not a computer geek, I took the sides off and looked at it, and then put the sides right back on. I thought about taking it to a second shop for diagnosis, that would cost me another $50.
I7 7700 @ 3.6 GHz
16 GB RAM
1 TB disk
Nvidia GTX 1060 3GB

I obviously want this to run fast, I may even add 8gb more RAM so I can edit videos.
And I want it to be reliable. I'm not gaming so I don't need to be overclocking the process or or whatever.
What would you do?

    We have recently added the useful feature of Title Flair! You can set this manually by clicking Flair under your post once you have submitted your post, but if you missed it in the rules there is a much better way that will automatically flair your post!
