Everyone in the game had packet loss. Mine peaked at 46%, the gameplay looked like a constant slideshow.

Same, sucks, must be a server problem.
Cloudflare tests show 0% loss in ISP side.

Had this issue about two months ago for several weeks straight. Constant package loss in cs2, and nothing else on my PC.
If it keeps happening try disabling and reenabling your ethernet driver in device manager, that worked for me.

Okay this has been happening for a couple weeks for me, went as far to install exit lag with it still persisting. Was able to play a valorant 10 man with some friends with no issues so I think the games is just cooked server side rn.
