I say just insta ban them, or throw all the “cheaters” in a lobby together. Doing things like turning them into a frog I feel will just promote cheating because they want to be a frog lol… or they make some kinda cheat using the frog next

Frog 100%. You gotta humiliate them. They can always switch account if they get banned but humiliate them and the mental damage stays.
