Because many many players have been abusing this feature to equip straight pornography, racist content, gore, hentai, child pornography and many many more bad things, which was becoming a serious issue, if even just an annoying cosmetical one.
Also there are indeed “Patrols” that check profile pictures to see if they contain offensive or inappropriate content, but those patrols have been to fucking lazy to do their jobs, and have instead just decided to remove the Custom avatar feature as a whole, to get rid of the cosmetic annoyance, as well as just making their jobs easier
And the custom avatar people aren’t exactly a majority, as this requires Facebook login, which is also something that’s highly insecure and easy to hack/break through, which is why a lot of people have stopped using it/aren’t using it as a whole

What else do you expect them to do? Review every pfp of a game that has 80 million active players? Most games don’t even have custom pfps for this reason. Its also a miracle that codm still have a working world chat even after so many hateful and racist texts appearing every minute.
