I mean in all the life paths V is either an orphan or parents and family were out of the picture for a long time so V was forced to grow up sooner plus a stressful life of a thief and a mercenary could so that to you. So in my opinion V being 23 looking 30 isn’t very weird to me.

Children living in more stressful environments, and forced to do labour at a young age, will look older when reaching adulthood. Most young or adult generation look younger than they would for example a few hundred years ago, when people in their 30’s looked like they be in their late 40’s. It’s not so strange that the stressful and brutal environment of Night City makes most people look old, unless they have the money not to be.
