At this point I tried to get the "drone ability" fixed for over 2 months, I also want to point out that locking the command behind sv_cheats will not solve the exploit completely since the issue lie on how the game interact with the briefly loss of connecting from the player. You could make a lag switch and obtain the same result.
The proof is that in CS:GO the command was never locked behind sv_cheats yet is not possible to abuse it like this.
Freecam still works however you can be killed while flying around. It can also lag you out and disconnect you.

so that command can be used in actual ranked matches without sv_cheats, and this has been the case for 70+ days. I knew valve didn't care about this game, but I didn't know it was that bad. I'm really disappointed.
