Getting lower Timespy graphics score on new motherboard.

I just found a bargain on a 5700x and B550 Aorus Elite V2. I paired it with 4x8g B-die running at 3666 C14 and tuned sub timings.

now when I run TS, I get 15900 GS at best on my heavily OCed RTX 2080Ti. I was getting 16800 on my R5 5600 + X570 Aorus Pro using the same ram speed but 2x8GB.

I tried toggling above 4g decoding and tried PCIE Gen4 and 3 and no luck.

Also clean installed the nvidia drivers and still getting the same results.

Any Idea why this is happening? Thanks
