For a stock 13900K, 37-38k score on Cinebench R23 is about right. However, you should be able to hit a score of 37-38K with PL1 and PL2 locked at 253W – you’re at 325W and basically near the limit of thermal throttling.
You should tune the DC and AC LL. Most likely it’s a bit overvolted, and you can reduce power consumption and heat while still maintaining that same score.
