I think the flash is the best grenade for both sides BUT only on a very high level.
Not talking “Global Elite” or “Level 10”, I am talking semi-pro to pro level.

The CT-side is played very aggressively on that level and the CTs always fight for map control. They always do that by peeking with flashes from their teammates.
“Dry peeking” (=peeking without flash) is almost never done on that level, as long as the team still has grenades.

I have gotten to a very high level in CS:GO too (not pro, but I had ~5k elo on Faceit in the end).
**Flash is definitely the most important grenade, but also the hardest to use.**
If you don’t know how to use it you will do more damage with it. You waste your money and grief your teammates
