[RTX 3090] My Perfcap reason is power, but yet voltage is maxed out and I have a 1000w Platinum PSU. Can anyone help or give suggestions of why this is or what I’m doing wrong please?

I want to push my card further, for higher overclocks, but it seems power is the limiting factor here, or at least that’s what it’s telling me. Is this correct or am I reading it wrong? What should I be able to push my 3090 to?
It’s an MSI RTX 3090 Gaming X Trio with an EK Vector² waterblock.
PSU: EVGA 1000 P2
CPU: AMD 7600X also waterblocked.
Thermal config: 2x EK 360mm rads with an additional 3 case fans for intake.
