What is the exact reason they don’t allow it?
If you have a convincing line of arguments and you put them forward in a serious, professional manner, I’m sure they’ll come around at some point.
Make them understand that a PC is your hobby. It’s your passion. It’s better for them if you are inside, peacefully working with your PC, than being outside with the other kids that are hanging out and drinking alcohol. You also need a PC for keeping up in school. Writing documents, doing intense literature research, for all that one needs a proper PC. It’s the 21st century. Your parents rob you of future job opportunities as engineer or as softwares developer if they don’t allow a PC!
Write all this down, memorize it, and tell them over and over in a serious, professional manner. Most important: they must have the impression that you are grown up, serious and professional on this topic. Don’t lose your cool, don’t yell, don’t react “like a kid”. This will give you the highest chance of convincing your parents.

Let me guess, because electricity is very expensive where you live at, and they think a regular PC eats a lot of power.
