I saw a single comment on another thread but can't find it again, so if this is your comment I saw THANK YOU.
(This is for battle.net at least)
It's caused by their pre-release content download. Most guides recommend full reinstall but this worked for me
Go to Call of Duty in battle.net, gear icon, "Game Settings" and then the "downloads" tab and make sure "Apply latest updates and download pre-release content for recently played games" isn't selected (the option above it should be fine)
Go to Call of Duty in battle.net, gear icon "Show in Explorer".
Navigate to Data>data
Find all the files that were last modified most recently (you'll notice a pretty big date gap, mine were Oct 14-15 and next date was Sep 19)
Delete all the most recent ones that were likely installed with update
Try to launch game, should only need to replace like 15gb

Good lad! Thank you for sharing this! The don’t preload option doesn’t work most of the times causing this issue in the first place.
Had it set to not predownload & yet its done it a few times.
