Dont have any issues with my internet, dont have packet loss in any other game, never had issues in csgo. Did every packet loss test i can find online, everything shows me 0%. Why in cs2 since the latest updates?
What about buffering smooth over packet loss? It gets better if i set it to 1, still spikes up to 1-3% sometimes. 0% all the way if i set it to 2, but my game feels delayed

I have the same issue. Only outgoing.
This also isn’t exactly packet loss, the number also includes misdelivered packets (they arrive at the server out of order).
This could be because of buffer-bloat in your network (Google for a bufferbloat test).
Valve is aware of this issue and working on a fix, but I think this might take a while.

This is not necessarily packet loss since the Armory update, the percentage also includes jitter.
If you want to find a detailed breakdown while in your Steam library press CTRL + (I had to change my keyboard format to American for this to work) and it will show a history of all connections, if you hover ping and quality it will show a detailed breakdown of jitter, ping, packet missdelivery, packet loss, etc.

Having the same issue and I’ve read about it before. Tried PingPlotter to find the problem and for me (connected to Frankfurt, Germany) the hop before the real game server seems to cause the the packet loss.
