My voltage is way higher than setting in BIOS

My pc is 7600x with asus prime x670e-pro wifi.
The voltage showing in the bios is way higher than my setting (set 1.2 VSOC, showing 1.6)
And in auto settings, the voltage is still unreasonably high.

I have to set the voltage to be under 1V to get reasonable 1.2V

Is this problem a software bug or hardware broken?
How can I fix it?

That kinda looks like the voltage regulator on the board is bugged out or the SuperIO chip is bugged out. I’d recommend not using the board if you can’t physically verify what the voltages really are. Because 1.58V core is gonna damage the CPU.
