Trying to get the most outta my free/ work tossed in trash pc

Cpu : i7-3770k 4.5 Oc
Gpu : EVGA GeForce RTX 2070 SUPER XC Ultra
Ram : 32g Corsair Vengeance DDR3 8GB 1600 MHz
Storage : Kingston A400 240 GB SSD
Storage : Crucial BX500 1TB SSD
Cooler : Cooler Master MasterLiquid 240
Power supply: Corsair AX850 850 W 80+ Gold Certified Fully Modular ATX
Only thing it needed was a GPU. So picked up the 2070s for $150.
Been gaming for over two years with a Oc of 4.5g
Decided to get more outta this i7-3770K
Bumped to 4.7gh at 1.27v I can game at 60c max but when I run prime95 after 10min I see max of 85c.
I’m hoping after this delid and new thermal paste i see under 70c after running prime95
So far the cooler paste looks better but sorta dry. But the paste under the Lid is like a clay.

I am tempted into buying a 8700k for dirt cheap to delid along with 4 sticks of bdie with a t-topology board. CPU probably has aged like fine wine
