How is this possible?

Yesterday evening I made a match on premier and got this cheater on my team.
How is that possible? Should VAC bans work for all steam games?

I already quit playing CS2, but just sometimes I one or two matchs, but allways noticed that cheaters problems are nor resolve.
On this match this wasn't the only cheater.
