CPU temperatures jump up and down. Is it normal?

Hello there, I am facing a problem with my CPU tempreture hoping you guys find me a solution.

My PC Specs:
Ryzen 5 2600x base 3.6ghz up 4.2ghz tdp 95w(core boost enabled in bios)
Corsair 16gb 3200mhz
RX 5500xt 4gb
Cpu cooler: deep cool gammax 200t (better than the stock cooler)
Cougar STX 700W 80+

When I turn on my pc, the first temp of my cpu I get from msi after burner is 56 c.
And after waiting a couple of minutes it keeps jumping up and down between 48-55c with a 5 percent of load and 40w of power consumption.( the sound of fan just annoys me every time temp jupms up and down)
But when I play games the temperature of the cpu is kinda staible and dosen't go up higher than 75c.

Hope you guys find me an effective solution, thank you.

Normal yes but idle temperatures should be better at stock with a customer Aircooler
