Cold War has something called “high resolution assets”that didn’t install automatically for me on steam so it might be the same on other launchers too. I had to go into properties and to the dlc tab and download them, greatly improved the graphic quality but mine wasn’t as bad as yours so I’m not sure if it’s that.
