I have an ASRock b550 itx/ac. I've been running prime 95 for 20 minutes and it doesn't seem to go above 3.4 gigahertz. I don't know how to use PBO or anything else I don't want to overclock I just want to reach advertised speeds.
Does this behaviour happen with any other stress tests? OCCT, cinebench, etc?
It’s possible that your system is detecting Prime95 as a power virus and giga throttling your power consumption because 36 watts might as well be idle when running Prime95.
