Don’t use webpage previews, go to a normal browser instead. Also I would avoid doing this over the phone at all. Their website is as “stable” as their game. If you don’t have access to the PC at the moment, just do this later. It could be a website issue as well, so later+PC browser will be the best option.

Had a similar issue contact the support and they will give you working backup Codes.
