Johnny never changed from his asshole ways, the only reason it seems like he does is because V’s personality and identity was merging with his… just as he changed V. V started smoking, knew how to play guitar all of the sudden, and made some pretty radical decisions.
You start the game as 1 person, you become 2 people, then those 2 people slowly become 1 person again.

Tangentially related but I always thought it was pretty funny how in 2077, Arasaka is responsible for just about everything wrong with NC. Like the mission with Capitan where you steal the supply truck, feel like that would’ve made sense if it was Biotechnica or something responsible for the groundwater poisoning. But nope, Arasaka again. Oh well, I’m not complaining too much.
