The newspaper tells me the city of baltimore with its code: 5414 but I can't figure out the sequence of numbers: 38(R)/37(B)/39(R)/?(B)/41(R)/45(B)/?(R)/49(B)/48(R)/53(B) I find the Juneau code: 4441 but the access tells me to refuse

Red numbers : 38 +1 is 39 and 39 +2 is 41 following that logic 41 +3 is 44 and 44 +4 is 48, so Red = 44
Blue numbers : The difference between the numbers is 4, so 37 +4 is 41 and 41 +4 is 45, so Blue = 41
