This game is just crazy when it comes to cpu. I was at 70 degrees all the time even with capped fps. What is your cpu cooler, are you thermal throttling during the drops maybe?

OP there said turn up the resolution scaling a bit and turn down antialiasing and it looks the same with a higher framerate and usage goes up.
Also, the game apparently doesn’t use more than 4 cores and setting them manually without hyperthreading can improve fps as shown here –
