Yes, even if not by specs. Off the top of my head, I can play games of any age, emulate anything up to PS3 era, install mods, download weird underground indies that would never make it to any official store, I have fun with cheats in single-player games, I have better refund policy, good sales and regional pricing on Steam, I don’t have to pay Steam to play online and I can play games that are meant for KB+M.
Edit: to add more, it’s also better repairable, serviceable, upgradable and doesn’t depend on a single corporation for running its store.

Yes it is, because i can do so much more on my laptop than on any console. Other than playing video games or watch YouTube I can also do the following on a frequent basis
Professional photo and video editing, Bank and money stuff, programming and game development, emulating other consoles,

When I had my OG pc, it was probably equal to a console buuuuut….Freedom baby. Console was great, but then I realized there is so much more out there beyond the four walls of console gaming. Now I have everything I could possibly want and spend more time lookin at the steam store than actually putting my hardware to work. But when I do, it’s an awesome experience beyond what current gen consoles can do.

Yes. Very much better than a console. Once the next generation comes out, there might be a short time where the consoles are better than what I have here, but a simple upgrade of one component will remedy that.
And before someone says “Oh but that means you’re spending lots of money!”, no. The cost of the components I have bought over the years to keep me above console level are around the same expense as buying a brand new console every time.
